Philadelphia Streets

The City of Philadelphia Streets Department has officers assigned to the Sanitation Streets & Walkways Education and Enforcement Program (SWEEP) to educate the public about the City’s street ordinance and issue warning notices or tickets to repeat violators of City code. This paper based record system resulted in lost tickets which in turn meant lost revenue potential for the City. So, the City contracted geographIT to design, develop, and implement a totally mobile GIS application. The application runs on mobile devices, and electronically records warning notices and violation tickets, identifies the location of the infraction using Global Positioning System (GPS), auto fills data about the property address and owners using GIS parcel data, and looks up previous violation history at the property. The built in camera of the mobile device can be used to capture photographs of the code violation. Mobile blue tooth printers enable SWEEP officers to print tickets with photograph(s) in order to leave a ticket with the property owner. When the officer returns to headquarters, the mobile device is cradled and new tickets or changes to existing tickets are automatically synchronized with the production database. The .Net Compact Framework was used for software development. SQL Server Compact Edition stores the data on the devices and synchronizes mobile device data with the production SQL Server database. ArcGIS Server Mobile ADF enables GIS functions on the devices. The Streets Department anticipates recovering the cost of the new system through the increase in the ticket collection revenues.
