Dauphin County desired to automate tax map production. The tax parcels were previously converted as GIS polygons with the unique Parcel ID (PIN) as an attribute, and the deeded acreage existed in a Tax Roll database. By converting the tax parcel dimensions as feature-linked annotation, the County would be able to eliminate on-going production of its paper tax map book. The County anticipated the cost of converting the property dimension text would eventually be recovered by the reduction in labor required to maintain and produce the paper tax map book. In response to this need, geographIT was contracted to:- Design a tax parcel feature dataset that supported tax parcel lines and associated dimension text.
- Convert the tax map dimensions for 108,000 parcels from 2,232 scanned and geo-referenced tax maps.
- Perform quality assurance/quality control inspections for all converted dimension text.
- Create metadata for the tax parcel feature dataset.
- Create ArcMap labeling scripts that auto-label Parcel ID (PIN), acreage, and dimension text.
- Create the ArcSDE feature dataset schema, load tax parcel polygons and tax parcel lines with converted parcel dimension attributes and build the topology rule.
- Prepare documented data maintenance procedures for maintaining parcel dimension text within a multi-user versioned ArcSDE geodatabase.
- Provide on-site training on data maintenance procedures.
